Context framework does not disable anything, if you look into its
sources, you will notice, that it is only a framework for
listening/query properties of the system.  Based on those properties of
course you can do stuff, and there is probably something in Harmattan,
which does exactly that (I do not know), but it is not the contextkit.

There is no such thing as Maemo's contextkit, this repository is about
maemo (pronunce: Harmattan) hardware specific extensions (plugins,
daemons) to ContextKit.

The mentioned repository does not contain anything which is meaningful
independently.  They are all dependent on contextkit.
