Yes - we use to do this. Basically, you have to write a rule that will
change the output labels from 0 to 1 and evaluate it for whatever order
types you want. The syntax of the rule will not pass the rule syntax
checker, so it has to be done with a keyword that calls a macro.
The rule simply says:
[f zcus.rorlabel];
zcus.rorlabel is defined as a custom keyword:
Function RX Name RX
Mnemonic zcus.rorlabel Assign to Group Z
Active? Y
Name call macro to print ror lablel
Multiple Output Lines? N Special Flag Value
Minimum Output Length

We currently only get labels if a med is DISPENSED.
Pharmacy staff (in their old life) had a label print every time to check
