This is what I see:
When "Controls" is checked the provided link contains "&hideControls=false"
which says that the controls should be visible all time.
If "Controls" is not checked it just means that the controls are hidden until
the mouse hovers over the video and when that stops they disappear again.
The behaviour is correct, you just have to scroll down to see them (which is
the bug here).
