try this in your rc.local file instead of what you have
/sbin/ipfwadm -F -p deny
/sbin/ipfwadm -F -a m -S192.168.1.0/24 -D0.0.0.0/0
note that there are no #signs as they are comments, there are also no spaces
after the S and D
