It seems a common problem in the mailing list,
so i thought I would just throw the answer out for everyone to see

Ok i had a similar problem, you can receieve dcc
chats and files, but not request chat or send files yourself. Its is very simple
to fix and requires VERY little setup with the linux machine. All that is
required to be done on the linux machine is that irc module is loaded. Then in
the mIRC Setup, which is the picture of the little folder, you goto the Local
Info Tab. In there you set the lookup method to Normal, and make sure localhost
is ticked. That way the irc module does all the work for you.
