This is good. You know the Linux box is properly configured.

This says the PC is not properly configured.
How did you tell the PC to reach the ISP's proxy server? My guess is that
you are missing the required routing.
A route to your local network is handled automatically when the network
device was installed. The route to an external address must be added
manually.
'route print' on the PC to see the routes in effect. You need to see a
route similar to
'[proxy-server-ip] 255.255.255.255 [linux-box-ip] [PC-ip] 1' if your packets
are to be routed to the ISP.
if it does not exist then
'route add [proxy-server-ip] mask 255.255.255.255 [linux-box-ip] metric 1'
should add the needed route and this may be the only change you need.
I'd recommend keeping the Linux box as the gateway and have the Linux box
use the ISP proxy if necessary. It simplifies configuration and
troubleshooting.
