I finally came across the solution by accident about a month ago but have been lax in posting the fix. The problem was not with IP Masq on my Linux box but was with the Win 98 NIC driver on my work station. Somehow the driver was corrupting outgoing packets to the internet. Local lan packets were ok. The Realtek RTL8029 PCI Ethernet NIC the drivers that Win98 installs or the original Realtek drivers that comes with the card has a bug.
