I discovered this > with a TCPDUMP. Tcpdump shows you what the Linux kernel thinks it is sending out on the network card. You would need to run another tcpdump on some other host on the same network, to see if it sees the traffic actually appearing on the network. I think that's your problem, that the cards are not being driven correctly. Either that or the cards are not interrupting the kernel properly when they received data, leading to a "can speak, but can't hear" type of problem.
