Open your mapserv.exe file with Dependency walker http://dependencywalker.com/ 
and it will show you the architecture.

If I'm looking at an existing binary installation of mapserv and gdal from GIS 
Internals, how can I determine if it is 32 bit or 64 bit? It seems like such a 
simple question that I imagine I will be embarrassed by the simple answer but 
my Windows Foo just isn't with me tonight.
