I also regularly get multiple copies for quite a long time, and from what I see, my intuition is that whenever the message passes a certain "trigger" point within Google's infrastructure, a copy of the report is sent, regardless if it was sent already or not. And for mails that can be eg. internally forwarded within Google, the message may pass that "trigger" point multiple times. A notable example is when I send something to a Google group that has members being Gmail recipients.
