Relative small spam/extortion wave can leadsň to drain that limit in 48 hours and it doesn't matter how many users the target has... My opinion about this DNSBL is, that it is ads/demo version, thus its purpose is to get more (paying) customers, and thus they do not want to limit IPs, they want to anyone can access it.
