I my opinion that is censorship. If people really abuse the resolver by
sending thousands of requests in a small timeslot, action needs to be
taken but not for normal queries.
If the dnsbl operator doesn't want such behavior, they need to provide
the dnsbl only for whitelisted IPs (e.g. after registration).
