Erm... They don't. Their users do as they get entangled in baseless
excuses and heavy finger pointing.
I don't try to mitigate other people's personnel problems.
This has been a problem for 3 decades. Some sales flack at Microsoft
said "Any idiot can be a postmaster with Exchange!" and it was as if job
descriptions for mail admins started adding "idiot" as a mandatory
qualification.
