A similar setup, using Mimecast more often than Proofpoint, is fairly common over here in Jersey (in the Channel Islands), where many of the setups have been running this way for a number of years. One reason is that, at the time the setup was deployed, the spam filtering and other security within O365 was particularly basic and was considerably improved by a gateway product. Some would have previously had Mimecast in front of on-premises Exchange and kept Mimecast when moving from on premises to O365. Another use case is to have a long-term tamper-proof archive of all email, which is harder to do in O365 natively. Without wishing to state the bleedin obvious (particular to Mailop readers!), it is important to configure the O365 to trust inbound messages from Mimecast.
