My opinion: Get rid of forwarding to external sites whenever possible.
Some universities don't even provide a forwarding option for the
eMail accounts they set up for their students, and this trend will
probably continue to grow for the very reasons you laid out.

Standard recommendation (above) to all customers of our Mail Platforms..

Just one click stops customers from doing that. Admin's can, they should know when it is safe and needed.. not end users.

(Some of your other points about spammers and SPF can't agree with, we have to tackle the source(s) simple enough. Only about 2Billion active IPs spammers can use right?

If the operator of those IPs don't address what is coming out of their networks, they are complicit..

Too many HUGE companies committing almost no resources to address outbound threats. SPF doesn't stop that.

Remember, Spammers are always the first ones that adopt things like SPF and DKIM.. And how many times you see a SPF record that includes ALL of Amazon, Google, and Microsoft IP space (plus one or two big ESP's) And it doesn't stop forgeries.. really hate that as an argument.. SPF is a tool, that's it.. and as it is FAIRLY easy to do, it's a worthwhile tool, even if Gmail wasn't the reason everyone is doing it.

Just look at all the lookalike domains for banks.. look at the fake domains that go out via the 'Too big to Block'.

The only way this will stop, is when the network operators are forced to be accountable for outbound traffic
