That's the most interestingly broken SPF record I have ever seen. All valid IPv6 global addresses start with 2 or 3. That fd96 address is a Unique Local Address, roughly analogous to an IPv4 10.x.x.x address* so it's saying it never sends mail to the outside world. I guess that would make sense for disposable addresses.
