After all, you aren't impacted as I by the irresponsible and erratic way t-online.de is running their service, which indeed has a high locallity. It has indeed, so I’d also argue that blatant blocking is not the way to go. Consider T-Onlines move more like the overall accepted policy of not accepting mail from IPs that somehow have traces of residential in their PTR (cable, dialup etc.)?
