This is bad advice. It implies a correlation between UCEProtect level
3 listings and Yahoo blocking, which is simply not the case.

My own VPS pops on and off of UCE Level 3 periodically and it has no
bearing on the ability to send mail to any of the ISPs my server sends
email to. UCE3 uses a very broad listing criteria and even its
publishers recommend against using it directly as a blocklist.
