I think it is. I also send to addresses found via rdap. When I send them a
report, they answer back saying something like the following, irrespective of
whether it is a web scan, a login attempt, or a spam complaint.
They look hand-written, based on the minor differences between one another and
the time delay. I don't know what action they may take afterwards, if any.
