Do you try to add a Range? I had problems with the same Error a couple of years 
ago, until I figured out that they also look up the Network IP, so for us it 
helped to add PTR-RR to 192.168.0.0 with a Domain that also belonged to us...

Could you please escalate the case?

Apparently your techs don't even bother to look at the problem on their
side.

Message from the SNDS Website while trying to add IP Ranges:

"Sorry, whois.ripe.net will not let us do any more lookups today.
Please come back and try again tomorrow"

It is absolutely clear, that your tool is not able to query the RIPE
Database, because it apparently is 'over request limit' immediately on
every day since some weeks now.

Reply from your techs:

"Thank you for contacting SNDS support. I recommend reaching out to your
IP’s registrar to make sure the WHOIS records are up to date. The email
address in the WHOIS records is where the authorization form will be
sent."

AAARGH!
