Short update on this...

It looks like it was a server issue @MS. After a couple of additional
attempts, and input field appeared where I could enter a mobile phone
number. I could therefore start the 'unlock' procedure, only to be
stuck again with this message:

"Sign in
Something went wrong and we can't sign you in right now. Please try
again later. The Microsoft account login server has detected too many
repeated authentication attempts. Please wait a moment and try again."

Well I've been waiting for a hour. Anyone know how long you have to
wait?

Perhaps somebody is trying to bruteforce our account?
