I'd rather make forwarding more reliable. I've wanted to add an inbound gateway setting to consumer accounts, similar to what we have for GSuite customers, which would allow us to be smarter about forwarding, but never had the resources to do it.

That's a lot like what I was thinking -- the forwards would look more like authorized submissions. Maybe ARC will help, but I dunno, if someone's forward is totally unfiltered and gushes spam, I wouldn't want to have to pick out the 1% that might be legit.
