That doesn’t look like a paraphrase to me. That looks like a Microsoft web 
error message. Searching for that string returns several hits on MS forums, for 
example. 

Of course, more details about the context would help!

One of the forum messages is complaining about the response from the "Sender 
Information for Outlook.com Delivery" form at 
https://support.microsoft.com/en-us/getsupport?oaspworkflow=start_1.0.0.0&wfname=capsub&productkey=edfsmsbl3&ccsid=635664100181092734
 for example.
