Not sure if this is related, but the Signatures pref pane has this weird bug 
(at least on my system) where the signature you drag up and down is not 
necessarily the one it says you’re dragging. Effectively, the one that gets 
dragged around is the one that was highlighted BEFORE you tried dragging it. If 
you don’t highlight the signature you want to drag first, and then you try to 
drag a signature that’s not currently highlighted, the proxy that’s drawn on 
the screen is the one for the signature that’s not highlighted and that you 
mean to drag, but the one that actually gets dragged is… the one that was 
highlighted.

In other words, if you want to change the order of your signatures, you need to 
click on the signature you want to move first in order to highlight it, and 
THEN and only then you can drag it up or down to move it.
