Hi Hank,
MailMate rules are per mailbox, not global. You start by right-clicking
a mailbox in the mailbox list within the accounts list. In the
contextual menu that opens when you right-click a mailbox, choose "Edit
Rules..." and a rule tab should open.
I've seen reports that some of the newer beta versions sometimes don't
allow rule creation/editing in some cases. I haven't experienced thus
(I'm using r6065) but others have reported it. You might try falling
back to an old test build or the last release version (r5937) and see if
you can create/edit rules in that, then go back to the version you're
using.
