I think you've mischaracterised what Benny has done. He has traditionally followed a common strategy of development and stable branches. However, in taking on a rewrite of the GUI, which he knew would be a lot of work, he ended up needing to change far more components than initially anticipated. Throughout this period he has continued to release almost entirely stable versions and pulled the few broken ones quickly. And, you must realise, that as a commercial product, he has to be sure that an official release really is rock solid; I can think of quite a few large software companies that could learn from this.
