The File > Export menu item is essentially the same as one of the options available when creating a rule in the mailbox editor. Double-click a mailbox and then switch to the Rules pane (the right-most one). Create a rule and notice the “Export” item available in the popup menu. This should also be able to export as PDF, but I never tested this. And now that I checked, I can see that this option is missing from the menu.
