This behavior makes tagging totally useless, at least for me.
I don't think (yet) this is a general issue. I
need to know more about your setup and IMAP
server(s) and therefore I'll take debugging off
list. Hopefully I can reproduce the issue
somehow and fix or work around whatever is
causing this behavior.
