This is one of the things that I had few problems with. The command that I used
was:

# su - list -s /usr/bin/bash -c 'python3 /usr/share/mailman3-web/manage.py 
hyperkitty_import -l sen...@mm-test.phcomp.co.uk /tmp/senate.mbox'

• This was on a Debian system, installed via apt-get

• /tmp/senate.mbox needs to be readable by the user list

• Done after the list had been created via postorius, then I ran:

# su - list -s /usr/bin/bash -c 'mailman --run-as-root import21 
sen...@mm-test.phcomp.co.uk /tmp/senate.pck'
