In debian the init levels are different from redhat .The default level is 2
In order to stop X from starting up you should stop gdm/kdm/xdm.
On a console you can try
# /etc/init.d/gdm stop
If you want to permenetly stop it
# update-rc.d -f gdm remove
All those who want to try debian seriously should read debian policy
manual which explains the system run levels ( and a lot more things
which are peculiar to debian)
Do
# apt-get install debian-policy
Then Read /usr/doc/debian-policy/policy.txt.gz
