I'm coming to this thread late and don't know exactly what started the thread, though it sounds like the old VO not talking bug. I learned this from Ricardo a while back and it works flawlessly every time.
I simply hold command, and then press F5 four times quickly. VO comes up talking, saying "Voice Over on". Again, all I do is press command F5 four times quickly - try it and see for yourself.
