Yes, in full screen. Use the TrackPad. Check the mouse is where you want it to be with VO-F5. Then, with TrackPad commander turned off, you can click and drag on the TrackPad slightly to the left or right to move the item.
However, if this is proving too difficult just remove it completely from the Favourites Bar and add it again. Dragging and dropping from the Mailbox list to the Favourites Bar is easy with VoiceOver.
