The other side of the coine is money.  Apple training from independent 
uncertified providers like myself isn't bad, and it's cheep, in the $25 to $35 
range.  Enough for some blinds to be able to afford to pay their own training 
fees, especially those who can afford to buck the government agencies and buy 
their own mac.  But it's not enough to provide a living for the poor trainer, 
especially if the trainer goes onsite to support local adopters who aren't 
using skype yet, why? They don't know how to use their computer, much less 
install an app and figure out how it works.  :)

I'm currently looking into this myself and having reasonable success with third 
party trainers that are certified to administer apple certifications.
