Yes, my doctor office once gave me a PDF form that all you could do was print out the thing and then fill it in by hand. Go figure. The least they could have done was make it so it could be filled in on the computer, even if you couldn't save it out. I have seen some state forms that let you fill in the information on the computer, but then you have to print it without saving. Whatever the author determines, I guess, is what you can do. The other thing is, sometimes they are inaccessible until you go into the accessibility options to fix it. Sometimes doesn't work for me.
