With all laws, there are obviously technicalities. For example, if you were 
outside of the United States, and unlocked your phone to allow it to be used 
outside of the United States, I don't see how the United States Federal 
Communications Commission would have jurisdiction then. But, I am not an 
attorney, and do not advise individuals utilizing my knowledge for legal advice.
