Huh?  I just tried this on my IPhone 5 with 6.1 by double tapping with 3 
fingers.  I then intentionally with the vision I do! have, tapped once on the 
phone icon.  It did click, and flicking around is still clicking.  So, saying 
that quote unquote: bug... if it even be one, is fixed, doesn't seem to be 
applicable over here.
