The applications will be waiting for you in the Application Store.  Just login 
and switch over to "Updates" tab.  Under the Updates tab is a purchased tab.  I 
also once listened to a podcast describing how to use iTunes to move 
applications to the new IOS device.  It could be that just plugging your iPad 
mini into your computer while iTunes is running will be sufficient and it will 
ask you if you want to transfer all your applications to the new system.
