Chris, I have the 11in Air 2012, you can hear the fan, as with all Apple laptops, but, and this is important, generally you should only hear it when the machine is working hard.
So, when I first set up my Mac, Moving Drop Box in, which has like 130Gb of files, that caused the fan to crank right up to full, its not what I would call noisy, but, without a doubt you can hear it even when you are not standing / sitting in front of the machine. Other though than large file transfers, or intensive operations, the fan should be next to completely quiet. I will tell you this, if I press shut down, the noise difference between on and just e-mail, web browsing etc, and off, is so low by way of difference, I have to rest my ear to the keyboard to hear the difference between on and off.
