I use audacity and like it. Here's how I go about saving parts of files:
1. Open the file and hit space to play it. Press left bracket when you hear the 
start of the place you want to mark.
2. Press right bracket to mark the end of your selection, then space to stop 
playback.
3. Go to file > export selection and you are given the usual "save as" dialog. 
You may also get some id3 editing information when you hit save, so find and 
activate the okay button to get rid of that.
