Veronica, I think I was having the same problem. When I would load a new tab in safari it would first want me to interact with the html content instead of going directly into interacting with the page. This has happened to me several times, and I have spoken to Apple about it, but I also figured out how to fix it, and you will not believe what did it. Turn VO off with a Command F5 then toggle it back on with Command F5, now go back to safari and see if when you load a new tab if it will start interacting with the html content instead of you having to first hit VO shift down arrow to interact. Hope this solves it, let us know. This seems to happen to me a few times a week
