I have the exact problem that you have.  There does not seem to be a way to 
close this dialog, as the options are to go to the Commands Menu or open Speech 
Preferences.  I powered off my system, and when I re-booted, it was gone for a 
short time, but always came back.  In addition, I still have not gotten any of 
my keystrokes to work most of the time, so I've decided to turn off Speakable 
items.  The System Dialog has gone away.  I just don't believe this feature is 
ready for Prime Time.  Dictation is working great, but Speakable Items for me 
has resulted in an awful lot of time used to get a feature, that at best, is 
inconsistent.
