No way! I've never been a Windows user. I've been a Mac user for 16 years and I strongly recommend a clean install. Problems can be carried over from one OS to the next, so it's a good time to clean things up. Lion was the first OS that could be installed on top of the previous one, and I've seen so many people with problems from doing that.
