Hi Stacey,

The new (free) voices in various languages are a feature of Lion.  Under Snow 
Leopard and earlier, in order to get voices in languages other than English, 
you have to purchase them -- typically from Assistiveware or one of their 
agents (Origin Instruments in Texas is the group that handles this in the U.S. 
and Canada).  These are the Acapela voices (aka Infovox iVox voices).  There 
are a few other sources of voices that I've tried, but they've all had 
stability/performance issues that are not present with the Infovox voices.

For most languages they now are sold for about $20/voice.  The Scandinavian 
languages cost more.  There are also discounts for larger purchases.
