Yes, but what I am saying is that once I use the keyboard utility to swap
those keys it works fine until I restart the Mini, at which time the
settings revert to the defaults and I have to do the  setting again.  And
yes, I am running the mini with a monitor.

This is normal on windows keyboards, the command and option keys will be
reversed, unless you need to use the mouse you could probably disconnect it.
