Hello Kevin, I'm sorry my suggestion didn't work for you.
I have Mail set to Classic View and Conversations turned off. When I press Return, the message is read in its entirety. If i want to activate a link, I just press VO-Cmd-l and I'm taken to the next link which I can activate with VO-Space. I only have to interact if I want to read by sentence or paragraph.
