Main limitation with all of these it the apps have to support it. So video players like the ones that ship with the phone are usually fine but it's not video mirroring. SCART is pretty much a European analog video connector created in the 70s so direct support for it will probably be unlikely. You might be able to find a VGA to SCART adapter since SCART will handle RGB, but then it's not clear what resolution and scan rate.
