yes, you can use the roter using the keyboard doc or blue tooth keyboards. enable quick nav by pressing the left and right arrow keys at the same time, you'll hear Voice Over say quick nav on.
no =w by pressing left or right on their own you'll navigate as usual, but by pressing up or down on its own you'll jump through content based on the current roter setting. you change the roter setting by either pressing the left and up arrow key at the same time, or the up and right arrow at the same time. or you can do the gesture on the screen, which is two fingers touching at the same time and rotating them 90 degrees left or right. the options in the roter change depending on the type of content shown on the screen.
