I sometimes run into that problem.   I went to a web site to look up directions 
for a digital recorder.  there were two different products and I downloaded 
both sets of instructions.  In one case  Preview and  voice Over were able to 
read the instructions in the other case all I had was that the file was open in 
Preview.  I don't have sighted assistance so I cannot  tell you if  there was 
actually any printed text either.  It has been suggested to me that the issue 
is that the files may have  ben created in a version of Adobe Acrobat that 
Preview does not support.  I don't know how to  confirm this.

I  hope someone else has an answer.
