You'll find the option to create a link to a file perfectly accessible, firstly 
you need to put the file into your Dropbox public folder.

Select the file you wish to create a link to in the finder and go into the 
context menu with vo-shift-m, from the options select "Dropbox" and from here 
select "Copy public link", now the link to the file is copied to your clipboard 
and you can paste it where you want it, email, word processing document etc.
