Zac, If I buy an app which is inaccessible, my first step is to write to the developer, if they do not reply, or reply stating that they will not, or cannot do anything, then I ask them to refund me or go direct to Apple.
Apple have never ultimately refused, oalthough occasionally I have to push. eventually though, and it never takes more than a minute or two, they refund me.
